Although it's not in Odaiba, I also checked out the nearby Takeshiba Pier where Hodaka arrives in Tokyo. I've marked a path from the areas near the Odaiba Statue of Liberty to this place in the map below.

Parts of this place was under renovations when I visited though, so the objects in the distance in the anime shot wasn't there at the time.
