This is the Shinkyogoku shopping street entrance from Shijo-dori. There's a brick building on the left here that matches the anime more, but it's still not a perfect match. I've marked a path from Shijo Kawaramachi, going past this place, and ending up at Teramachi shopping street in the map below.
