Near the park there's also the Old Public Hall of Hakodate Ward that was shown in the anime. I've marked a path from the park to this place in the map below.
The Old Public Hall is closed for renovations until Spring 2021.
I did get some pictures of the hall back in 2015 when I visited Hakodate for Hidamari Sketch locations though.
