This café is called Bagpipe in real life. The insides of the café matches the anime as well, but there were tons of people inside so I didn't take any pictures.
I also saw somebody else outside Bagpipe taking Hyouka pictures.

This place is called Kissako Katsute. I didn't get to take any pictures inside this place either, but it is supposed to match the anime as well. I've marked the path from Bagpipe to this place in the map below.
